TOYOTA BOSHOKU: Athens Planning Commission approves site plan

The Athens Planning Commission on Tuesday unanimously approved the site plan for the future Toyota Boshoku plant to be built near the intersection of West Sanderfer Road and Hine Street.
The $55 million plant, announced April 10 by Gov. Kay Ivey, will employ up to 414 workers when it reaches full capacity. It will manufacture seat systems for the $1.6 billion Mazda Toyota Manufacturing U.S.A. plant now under construction in southern Limestone County.
Commissioners had no questions about the site plan, which includes a 400,000-square-foot building on the 42-acre site. Construction of the Tier 1 manufacturer will require moving Jimmy Gill Park. City Planner Erin Tidwell told commissioners the exact location for the park has not yet been determined.
Toyota Boshoku will contribute $300,000 toward the relocation effort, according to a project agreement.
The northern boundary of the future Toyota Boshoku plant faces West Sanderfer Road. Its southern boundary adjoins the former Woodland Golf Course.
The site plan will not require approval by the Athens City Council. The council will, however, have a few agreements to approve at Monday’s meeting, including project and real estate agreements and incentives, including a 10-year abatement of property tax and the sales taxes on items related to construction.
The state also contributed incentives to the project, including a jobs credit valued at $6.19 million over 10 years and an investment credit valued at $8.38 million over 10 years. The plant will also benefit from service and support from Alabama Industrial Development Training, which recruits and trains employees for manufacturing positions. Those services are valued at $2.3 million.
The state projects Toyota Boshoku will have a 400 percent return on investment over 20 years, including $475.8 million in new payroll over 20 years (a combination of construction and permanent jobs). It also estimates $74.4 million in new state revenue over 20 years.

In other business Tuesday, the Planning Commission:
• Held a public hearing and then approved a resolution to resubdivide Lot 3 of a replat of The Village, a subdivision of a single lot into two lots sized 0.47 acres and 1.51 acres, located at 1221 Kelli Drive in a general business district. The request was made by Carey and Billie May;
• Held a public hearing and then approved a certificate to subdivide resolution for a minor subdivision at 17900 Davis Street in a single-family detached residential district. The request was made by Chittam Construction LLC;
• Approved a certificate to consolidate resolution for the consolidation of two lots into one lot at 17899 Collins St. in a single-family, low-density residential district. The request was made by Thomas Beutjer;
• Held a public hearing and then approved a subdivision of a minor replat of .06 acres at 500 Washington St. in a traditional neighborhood 2 district. The request was made by Joseph and Sheree Southers and Joe and Vicki Curtis;
• Held a public hearing and then approved a minor resubdivision of a lot in Traditions of Athens for the creation of a future road right of way between Lindsay Lane and Greenfield Drive. The request was made by the John D. Maund 2011 Irrevocable Trust;
• Approved a resolution for the layout of Newby Chapel Subdivision, a 270-lot development in a single-family, high-density residential district. The Athens City Council last month annexed the property into the city limits.
