Daly thanks staff, praises farmers market

The Limestone County Commission met Monday, Oct. 2, and Chairman Collin Daly took a moment to thank his staff, county employees and fellow commissioners for their support after the loss of his father on Sept. 23.
“This year has happened twice, and these four guys have been to a service for my family members,” he said. “It is a privilege to work with people who support you during hard times. Not just them, but the employees. I want to thank them. One thing I can not thank enough is the support my staff has shown. The commission staff has shown support and provided meals for my family.”
Daly also praised the success of the Athens Farmers Market.
“It’s amazing at the way I’ve seen that market transition. That is something we can all be proud of, the transaction that market has made,” Daly said. “It’s a quality of life. A lot of people come every day. They may not buy anything, really, they just come to socialize and talk. It gives people a chance to get out and just mingle.”
He thanked the executive director of Athens Main Street, Tere Richardson, and the Athens Farmers Market director, Kat Greene, for their hard work.
District 2 Commissioner Danny Barksdale added, “If anybody wants a business model for a public service, get that one.”
Daly also reminded the community to be mindful of the increased pedestrian traffic as the Tennessee Valley Old Time Fiddlers Convention takes place this weekend on the campus of Athens State University.
The Limestone County Commission approved the following items.
Resolution and orders
• A supplemental resolution on school tax.
• A resolution for participation in the 2024 Severe Weather Preparedness Tax Holiday Feb. 23-25, 2024.
• A resolution to establish a “Dangerous Dog Fee and Registry” and authorize the County Attorney to pursue actions under Emily’s Law regarding dangerous dogs.
• A resolution regarding Mooresville Road intersection projects.
Contracts, agreements, MOUs and grants
• Approved an EMA Performance Grant agreement in the amount of $42,266.
• Approved an Alabama Department of Youth Services Agreement in the amount of $47,840 for FY2023-2024.
• Approved a License Agreement with Recovery Organization of Support Specialists for the use of space at Community Corrections.
• Approved an amended contract for services between the Limestone County Commission and Katye Hanson, private contractor service coordinator for the diversion services of juveniles. Amended contract will be for the time period of Oct. 1, 2023, through Sept., 30, 2024.
• Approved a Consulting and Service Agreement with Morell Engineering Services to provide surveying and engineering services for the following locations:
• Huntsville-Brownsferry Road and Mooresville Road intersection
• Old Highway 20 and Mooresville Road intersection
• Approved a Construction Agreement for an Industrial Access Project between the State of Alabama and the Limestone County Commission (Project Fox).
• Approved a Memorandum of Understanding concerning Rave Alert between Limestone County and Athens Limestone County Emergency Communications District.
• Approved to apply for a FEMA grant for District 2 Storm Shelter and 25 percent matching funds up to $219,000.
Personnel policies and staffing actions
• Hire Caleb King as a Transitional EMA Officer, effective Oct. 2, 2023.
• Hire Jayce Thomas, Anastasia DeLeon, Seth Woods, Jimenez Jennings, and Tiffany Sears as Corrections Officers, effective Oct. 2, 2023.
• Transfer Ethan Wilson and Kyle Swart from a Corrections Officer to a Jail Corporal, effective Oct. 2, 2023.
• Hire LeeRoy Gatlin as a part-time laborer in District 3.
Engineer’s report
• Preliminary and final approval for Jones Road Subdivision creating three lots in District 2 on the east side of Jones Road and south of Nick Davis Road.
Other business
• Approved changing supplemental insurance options to Lincoln Financial and flexible spending to Flores. Employees who wish to maintain their current insurance providers may do so but not to be maintained or paid through the Limestone County Commission payroll procedures.
The next Limestone County Commission meeting will be 9 a.m. on Monday, Oct. 16, 2023, at the Clinton Street Courthouse Annex.
