Limestone County Water Authority was required to sign an agreement 30 years ago that they would sell water lines they installed in Huntsville-annexed areas to the city of Huntsville for millions less than they cost. Huntsville should have included in their agreement permission to access the rights of way. Since they didn’t, they should be required to buy a permit at $10,000 each time they need to access a right of way. For once, can Limestone County citizens who didn’t annex into another city have elected officials look out for our best interests?
