Parker Duncan Moore is the State House District 4 representative for Limestone and Morgan counties after winning Tuesday’s special election.

Of Limestone County’s 9,598 eligible voters in District 4, only 323 cast ballots for a 3.37-percent voter turnout. Probate Judge Charles Woodroof said he believed the total to be the lowest he could recall.

Despite a low turnout, Moore generated 55.41 percent of the vote in Limestone County and 68.63 percent of the vote in Morgan County. As of The News Courier’s deadline, only 16 of 20 precincts had been counted in Morgan County. All Limestone County precincts had reported.

Democrat Juanita Allen Healy received 38.39 percent of the vote in Limestone County, while independent Polan “Pete” Willis Jr. received 19 percent. As of press time, Healy had 17.35 percent in Morgan County, while Willis had 13.97 percent.

Moore said he was pleased by the victory and appreciated the voters having confidence in his campaign. He will next face Tom Fredricks in the June 5 Republican primary for the House 4 seat. The winner of that race will face Healy in the Nov. 6 general election. Willis will also be on the ballot if he meets signature requirements.

“This is just the first step. We’re starting all over tomorrow, and we’ll work through June 5,” Moore said. “We’re not slowing down at all.”

Win, lose or draw, Moore will be the District 4 representative until Nov. 7. He will not cast a vote or take any legislative action in Montgomery during that time unless Gov. Kay Ivey calls a special session.

“If a special session comes, we’ll tackle that challenge,” Moore said. “It’s a long road, and the campaign’s not over yet.”

The special primary was called after former state Rep. Micky Hammon, R-Decatur, pleaded guilty to a mail fraud scheme that led to his automatic ouster from the Legislature.
