When the Athens City Council meets Monday night members will decide on a new accounting and billing software that Utilities General Manager Gary Scroggins agrees is expensive, “but it has it all.”
The agreement with Central Service Administration has been on the council agenda previously, but tabled while utilities officials clarified wording of a contract that would have the utilities paying $7,200 per month for the next five years.
“Since it was so specialized, it was not bid,” said Scroggins. “We narrowed it down to one that gives the most at the lowest cost.”
Scroggins said that once the first five years of the contract are up, the utilities would have the option of two more years at $8,000 per year.
“It is expensive, but it’s pretty complicated,” he said. “[The software] has accounting, warehouse, payroll, billing and customer service data, online payment –– the whole package –– it covers everything we do.”
Scroggins said the cost is less than the amount quoted when the Utilities first began negotiations with Central Service Administration.
In other business, the council will decide upon the purchase of a Ditch Witch for the Gas Department. Manager Steve Carter said the tool is a plow that lays gas lines from the mains to homes and is to replace one that is worn out.
The Public Works Department will declare as surplus property a 2003 Ford Expedition. Manager James Rich said the vehicle had already been placed on Govdeals.com.

• Public hearing for comments on a request by Hobbs Street Mini Mart, 1001 E. Hobbs St., to sell alcohol;
• Public hearing on having a residence at 308 Crestview St. declared a public nuisance;
• Public hearing on having a Widow Street location being named a public nuisance;
• Resolution to approve a special use permit for Verizon Wireless to co-locate equipment at 208 Commercial Drive.
